Venezuelan Oil Holocaust
Oil Holocaust 2002–2003 was
born from the pain, resistance, and hope of thousands of Venezuelan families
who were stripped of their jobs, stability, and future following the events of
the oil strike.
Dr. Leroy A.
Garrett has developed a comprehensive
legal strategy based on an approach he calls "triangular
jurisdiction" or "legal state of siege," aimed at confronting
the complex web of decisions and litigation surrounding the Oil
Holocaust case.
Currently, Dr. Garrett litigates pro se — that is, directly
representing himself and the victims — before various judicial bodies and
international organizations:
⚖️ New York Southern District
Court. (Case #30725093)
⚖️ The
Third Circuit Court of Appeals (Philadelphia).
⚖️ The
Supreme Court of the United States. (Case #25-5256)
🏛️ The Office of Foreign Assets Control (OFAC). (Case
#2025-1395693-1)
🌍 The
Inter-American Commission on Human Rights (IACHR).
His central objective is to achieve compensation for the damages caused
to the victims of the Venezuelan oil conflict by creating a humanitarian
trust fund that allows for compensation to the affected and restores
their dignity after more than two decades of injustice.
The essential purpose of the Oil
Holocaust movement is to ensure that victims are heard,
that judicial processes are transparent, and that the human,
labor, and moral damages suffered by thousands of Venezuelan families inside
and outside the country are recognized.
Because this cause is not just legal: it is a struggle for memory,
dignity, and the right to truth.
The purpose is clear: to reclaim the dignity of those who lost
everything and transform that suffering into an opportunity for justice and
collective memory.
